3:2 Pulldown is used to sync NTSC which runs at 30fps (frames per second) to film that runs at 24 frames per second.
Instead of simply recording the two fields to keep in-sync with film NTSC video repeats one field of every alternate frame.
This however results in visible errors in the picture.
Progressive Scan DVD players pick out a data flag from the video information to tell them that the information is film sourced and carry out 3:2 Pulldown reconstruction
3:2 Pulldown reconstruction isn't need for PAL sources as when they transfer film to PAL (Which runs at 25fps) Instead they speed the film up to 25fps (or 4%) so that it synchronises.
This of course results in you seeing the movie 4% (or 5 minutes) faster than you would in the cinema or on NTSC, the audio pitch is also effected although unnoticed by most people.
